Tuggerah Economic Study
MacroPlan was commissioned by the NSW Department of Planning to undertake an economic study to assist with the Tuggerah State Significant Site (SSS) process that is currently underway. The study area, comprising 120 hectares, will be a focus for a new town centre that will assist in achieving the Central Coast Regional Strategy’s housing and employment targets for Tuggerah-Wyong. Given this, the core aim of this project was to translate the Central Coast Regional Strategy’s employment and housing targets into tangible floor space provisions for business and residential development within Tuggerah. Vision Australia Property Facility Strategy
In 2009, MacroPlan was engaged by Vision Australia to develop a comprehensive Property Strategy to respond to growth in the blind and visually impaired population across Australia. As part of Stage 1 of the project, MacroPlan undertook a national hotspot analysis with the aim to forecast the blind and visually impaired population nationally and identify key “Hot Spots” of population growth. MacroPlan has consequently been engaged to undertake the next stages of the project which include a Service Model and Site Requirement Assessment and a Property Strategy Development. Contact Us

Pakenham Race Course Rezoning
MacroPlan is currently managing a complex rezoning process with the Victorian State Government’s Priority Development Panel to allow the Pakenham Racing Club to relocate to a new site and to release its existing 28 hectare site in Pakenham for higher order redevelopment including residential, retail and commercial development. The Pakenham site will be redeveloped as part of a transit orientated activity centre with input from Cardinia Shire Council, Infrastructure Agencies such as VicRoads and the Department of Transport and the Growth Areas Authority. The Club aims to ‘self-fund’ the construction of its $50m new racing and training facility and MacroPlan’s proposed PDP-based approach will secure significant value uplift from the existing Race Course to achieve this objective within the next 2-3 years. Stirling City Centre Business Case
MacroPlan is currently engaged by the Stirling City Centre Alliance in WA to undertake financial, cost-benefit and governance assessment for the development Stirling City Centre. This is to include the preparation of a business case for a preferred scenario to support a funding submission and proposed allocation from the Metropolitan Improvement Fund in the 2009‐2010 financial year. MacroPlan's report will provide an overview of preliminary findings of the financial and cost-benefit assessments of the three defined development scenarios for Stirling City Centre. Contact Us

NSW Public Libraries Cost Benefit Analysis
MacroPlan was commissioned by the State Library of New South Wales in 2009 to explore, establish, analyse and document the costs and benefits of outsourcing public library services, (namely acquisitions, cataloguing and processing) in a variety of contexts relevant to the New South Wales (NSW) public library network. An informed comparison between outsourcing, in house provision and a combination of these collection management models was also developed as part of the project. Contact Us

Western Region Health Centre Feasibility Study
MacroPlan was commissioned by the Western Region Health Centre Ltd in 2009 to provide advice in relation to the most effective redevelopment options for the owner’s Community Health Hub and dental clinic located in Footscray. In particular, the study builds on a number of existing design and development feasibility studies undertaken by other consultants. MacroPlan has consequently been engaged to undertake the next stages of the project which include a detailed site feasibility analysis and preparation and negotiation of a concept masterplan for the site. Celtic Club Property Strategy 
MacroPlan has worked extensively with the Celtic Club of Melbourne (CBD pub, cultural and gaming facility) for the past 3 years to help redefine and shape a new structure for the Club’s business to ensure the Club remains viable as a cultural destination for members and to drive commercial value through non-member based services including hotel, lifestyle, wellness, conference and business services. MacroPlan is currently preparing a Business Case for the Club incorporating detailed financial cash-flow modelling demonstrating the Club’s future operating potential allowing for its future expansion and growth. Housing NSW Site Identification
MacroPlan was engaged by Housing NSW in 2009 to assist in the identification of suitable sites for a range of ‘new breed’ mixed use developments that are intended to accommodate both Housing NSW and private tenants and a retail use. Specifically, MacroPlan identified a number of metropolitan sites that are suitable to accommodate a demonstration project to promote the ‘Apartments for Life’ concept vision and which were suitable for development over the longer term. Highest and Best Use Asssessment for Barwon Water
MacroPlan was commissioned in 2009 by Barwon Water to undertake a highest and best use assessment for a site in South Geelong. The assessment formed part of the first of a three stage process identifying the best development scenario/potential for the site. In undertaking the assessment, MacroPlan’s report reviewed government policies and initiatives; identified constraints and limitations for the site; identified opportunities for the site and developed a Triple Bottom Line assessment and framework; and identified options to encourage future development of the site. The key findings of the report were then presented to Barwon Water. MacroPlan recommended that a mixed development option, comprising medium density residential and commercial/retail would be best suited for the site. Contact Us

Macarthur Anglican School Property Strategy
In 2008, MacroPlan was engaged by the Macarthur Anglican School, located in Camden LGA, to develop a property strategy to assist in the future planning and development of the school. MacroPlan has assisted the school on two previous projects, namely making submissions on the school’s behalf with regard to adjacent development applications. The property strategy project focused on negotiating a potential land swap with two adjoining landowners; undertaking a market assessment for retirement and commercial products; and identifying the key planning issues relating to the potential subdivision of the site. Nedlands Retirement Market Assessment
MacroPlan was commissioned by Macquarie FKP in 2008 to conduct a high level retirement market assessment on a subject site in Nedlands, Perth. The research presented a high level analysis of the current retirement market conditions in the Nedlands area based upon MacroPlan’s expertise in property research. Consideration was given to area demand and supply drivers such as property cycle and demographic trends. This report provided an overview of a range of factors in relation to the site and the wider Perth region, including the strategic location characteristics and socio-economic profile; housing indicators; and the current competitive environment. Oran Park Anglicare Retirement and Aged Care Market Assessment
MacroPlan was commissioned by Anglicare in 2008 to undertake a market assessment of the demand and supply conditions to guide the future development of an integrated retirement / aged care and community facility node at Oran Park in Sydney’s south west. MacroPlan produced a report which outlined an understanding of the current and future population drivers of demand for facilities and products (retirement and aged care); identified key economic drivers (which may impact price / product requirements); and analysed the competing developments, which assisted in analysing and defining a feasible development scenario. Anglican Diocese of Melbourne Property Strategy
The Anglican Diocese of Melbourne commissioned MacroPlan in 2007 to undertake an assessment of the Church properties valued at $3 billion, with the objective of identifying effective use of the Church physical resources and it’s positioning for the future. The outcomes of the study identified locations to foster, develop, maintain and encourage parishes within Melbourne. Contact Us

ING Due Diligence of the Panthers Portfolio
MacroPlan was approached in 2007 by ING to undertake a planning due diligence on 14 sites to assess the planning risks and potential uplift for development on the sites. This involved MacroPlan preparing market economic and demographic justification reports to support proposed concept plans for individual sites. These reports included market needs assessments, demographics assessments, and strategic and policy assessments. Greenedge - Market Research for IPO
MacroPlan conducted Australian wide research for Greenedge in 2007 to identify the potential market for green residential development. As part of the research, MacroPlan undertook surveys with major developers within the Australian property market to gain an understanding of the current and potential future market size for green residential development across Australia. The research also examined current planning and regulatory policies in Australia to form an understanding of Government support for this type of development. Becton Retirement Village Site Identification
MacroPlan was commissioned by the Becton Corporation in 2007 to identify suitable locations for luxury retirement accommodation in Australia. This involved a three stage process whereby MacroPlan gained an understanding of the catchment and penetration levels of product purchases; developed a model to test potential sales rates and quantify future demand; and conducted a detailed competition assessment and site identification analysis. Queen Victoria Mixed Use Redevelopment – Melbourne CBD
MacroPlan was commissioned by Grocon to provide specialist advice in the identification and selection of a successful tenancy mix for the retail feasibility assessment. As part of the project, MacroPlan prepared and tested several concepts to forecast demand scenarios. MacroPlan delivered a thorough analysis of retail and entertainment options best suited for the project’s location, demographic profile and long-term sustainability. MacroPlan’s contribution to the project has resulted in the Queen Victoria development being regarded as a prime example of a successfully integrated mixed-use development that appeals to a wide range of markets. Planning Advice

Yarawu Broome Project
The Yawuru community in Broome have successfully negotiated a Native Title claim which resulted in approximately 80% of the future land in Broome being transferred into their custody. Arising from this, the Yawuru Native Holders Aboriginal Corporation engaged MacroPlan to provide advice into site selection investment implication and town planning and development strategies to optimise the value of the land holdings and to provide a sound basis for early and efficient land subdivision, development sale and lease. MacroPlan have provided advice to the client recommending the future land use, planning scheme amendments required and appropriate staging of development for each land parcel, and will continue to assist the Corporation with this important project. Port Hedland Planning Peer Review
The Pilbara region in Western Australia is planning to quadruple its mineral output by 2015-2020. Fast action is required to provide housing for Karratha and Port Hedland to double the population from 11,000 persons respectively. One housing option being pursued is high rise development in Port Hedland on the beachfront. The proposed precinct is adjacent to the point and a major BHP Billiton crushing plant. A past taskforce was initiated by the WA Government and MacroPlan was engaged to review a masterplan prepared for the precinct. MacroPlan identified strategic and statutory planning issues and opportunities to best meet the objective of all stakeholders. Contact Us

Affordable Management of Riparian Areas
Eco Logical Australia and MacroPlan Australia were commissioned by the LGSA in 2009 to prepare a paper on the affordable management of riparian areas within an urban development context, focusing on the economic implications of such land use planning practises. The purpose of the paper was to inform the preparation of a submission to the NSW Department of Planning and NSW Treasury on recent changes to the treatment of riparian areas and developer contributions under Part 5B of the Environmental Planning and Assessment Act 1979. The project team provided a number of preferred options and recommendations for the future management and funding of these areas. These were considered by the LGSA and have since been used to inform the preparation of a submission to the NSW Government. Contact Us

LNG Plant Social Impact Assessment
MacroPlan, as part of a project team, was engaged by a major client in 2009 to assist in developing a social impact study for a proposed LNG plant in the Pilbara region of WA. Specifically, MacroPlan provided expert advice relating to the statutory planning obligations of the social impact assessment process, and the various approval pathways required for large resource projects in WA. MacroPlan also undertook a high level statutory planning assessment of the proposal against key social impact indicators. MacroPlan’s report was used to finalise the social impact assessment and documentation for the LNG plant. Contact Us

Bowen Hills Urban Land Development Authority
In 2008, Macroplan were engaged by the Urban Land Development Authority (ULDA) as part of a larger consultancy team (including Deicke Richards & EDAW) to formulate a masterplan for the Bowen Hills State Government declared project area. MacroPlan’s role in the project was to develop an economic rationale and feasibility study for the land use plan. This involved undertaking retail, residential and office supply & demand assessments; detailed land use concept development in consultation with the urban design team; and the preparation of feasibility reports in terms of land assembly, value capture and development timing. The collaborated approach adopted by MacroPlan ensured the project was presented with implementable outcomes, including the ability of the masterplan to induce private investment. Contact Us

Coomera Town Centre Structure Plan
MacroPlan was commissioned by the Gold Coast City Council (2006/7) to prepare the Coomera Town Centre Structure Plan. The Coomera Town Centre is a Transport Orientated Greenfield Development projected to have 130,000 residents by 2026. MacroPlan used population & catchment analysis projections and sustainable retailing modelling to inform a staged town centre structure plan. The plan focused on locating retail anchors to grow a ‘main street’ based town centre extending from an Integrated Transport Hub. The Structure Plan identified sub-precincts which have particular themes including retail, tourism & leisure and health & government. Contact Us
Glenelg Strategic Futures Plan
MacroPlan was commissioned by Glenelg Shire Council in 2007 to lead a consortium of specialists in preparing a long term strategic plan for the region, including individual land use strategies for Portland and the Shire’s main settlements. As a part of this process, MacroPlan completed an industrial land study and residential growth projections based on current and new industries taking advantage of the port. The strategy involved ongoing community consultation, including focus groups and technical working groups to ensure that issues of all key stakeholders were addressed. Structure plans were prepared for Portland, Casterton and Heywood as well as policy directions to be integrated into the Glenelg’s Planning Scheme. Contact Us
Kawana Specialist Activity Centre
In 2007, MacroPlan was commissioned by Stockland Development Division to consider the most appropriate development outcomes for the Kawana town centre. A key consideration included the development of the centre and its potential as a Transit Orientated Development. In undertaking the project, MacroPlan considered the existing planning framework in relation to local & State Government policy; developed a number of possible delivery scenarios for the Centre to examine the potential economic benefits and impacts of alternative development outcomes; and investigated the likely economic impact of the proposed regional public hospital within the centre. WA Regional Planning Synopsis
MacroPlan was engaged by the West Australian Department for Planning and Infrastructure in 2008 to prepare a synopsis report to assist in strengthening the WAPC Regional Planning agenda. The synopsis reviewed and assessed the current regional planning framework and process, in order to make proposals for the improvement of regional planning in Western Australia, and in particular a strategy for the roll out programme of Regional Planning Schemes. Six potential areas of reform and 23 recommendations aimed at improving the regional planning system in Western Australia were included in the report. Brisbane City Council LGMS Peer Review
In 2007, MacroPlan was engaged by Brisbane City Council to undertake a peer review of Council’s draft Local Growth Management Strategy (City Shape). The Peer Review required providing strategic advice on the potential outcomes of City Shape for Brisbane and a high level technical view of the document’s consistency with the State Government’s SE Queensland Regional Plan. The review considered a range of issues including the relationship between the proposed location and numbers of population growth, activity centres/growth corridors, supporting transport strategy, infrastructure sequencing, housing strategy, and in particular employment growth & supporting forecasts. Settlement City Structure Plan
MacroPlan, together with GM Urban Design, were commissioned by Port Macquarie Hastings Council in 2008 to develop a concept structure plan and associated development controls for Settlement City. The structure plan was based on integrating economic, planning, traffic, and urban design aspects, and involved extensive stakeholder and community consultation. In addition to the structure plan, MacroPlan also prepared a report which outlined an implementation strategy for the structure plan. Meadowbank Master Plan and DCP
MacroPlan, in association with Cox Richardson and Urban Horizons, was engaged by the City of Ryde in 2007 to prepare a Masterplan and provide advice on revised planning controls for the Meadowbank Employment Area (MEA). As part of the project, MacroPlan assessed opportunities for the supply of retail, commercial and industrial floor space within the MEA; made comments on the appropriate future land use regime in the area; and prepared a revised development control plan (DCP) for the MEA. Maroochydore City Centre Demand Assessment
MacroPlan was engaged by Maroochy Council (now part of the Sunshine Coast Regional Council) to undertake an assessment of future scale and the components of the proposed Maroochydore City Centre. The project addressed the concept for the Maroochydore City Centre site, including the sustainable quantum ofretail floor space and community/civic provision, office and residential uses. It also discussed and recommended strategies to assist in achieving the level of infrastructure and services to meet the urban design and policy objectives for Maroochydore as the principal activity centre for the Sunshine Coast. Seniors Living Development Western Sydney
In 2008, MacroPlan, as part of a design team, was commissioned by a private developer in Western Sydney to prepare an application to the Department of Planning for a Site Compatibility Certificate under State Environmental Planning Policy (Housing for Seniors or People with a Disability) 2004. As part of the project, MacroPlan and the project team undertook a retirement needs assessment of the catchment area; developed master plan/design principles and concept-level plans for the seniors living development; and assembled the submission to the Department of Planning. Growth Centres Commission - Riverstone & Alex Avenue Demographic Profile and Community Infrastructure Report
MacroPlan was commissioned by the (former) Growth Centres Commission (GCC) in 2007 to undertake a study to assess the future demographic profile of the Riverstone and Alex Avenue Precincts in Sydney’s North West Growth Centre. MacroPlan was required to develop a plan for appropriate levels of community facilities, social infrastructure and open space/recreational facilities required for the two Precincts. MacroPlan undertook demographic analysis and forecasting; developed market take-up facilities and services recommendations; and identified open space and recreation needs. The study has assisted the GCC with the staged delivery of infrastructure coordinated with staged land release; and the management and delivery through new governance arrangements, release sequencing, streamlined planning and funding administration. Melton Participation Strategy
MacroPlan was commissioned by Melton Shire Council in 2006 to assist in their proactive approach to improving the health and well being of the community. The project aimed to develop models and a planning framework that will result in an increase in the current active participation rate of residents. This involved researching resident’s current activity patterns; assessing how public/assets within the Shire are used for non structured recreation; identifying current opportunities within the Shire to participate in structured recreation activities; and identifying existing models that demonstrate success in increasing participation. Cairns Southern Growth Corridor Community Infrastructure Review
MacroPlan was commissioned in 2008 by a major land owner in the Cairns Southern Growth Corridor to undertake a review of community infrastructure in the Corridor. This was needed to determine future requirements to cater for the proposed land release of Mount Peter, and to determine the likely timing of that supply to meet community need in the area. In addition to a high level review of community infrastructure in the Corridor, MacroPlan undertook a number of supporting tasks, including demographic analysis and forecasting; community facilities supply analysis; and developing community facilities gap analysis and recommendations. Economic and Retail Impact Assessments

 

Busselton  Economic Impact & Benefit Contributions Assessment  
MacroPlan was engaged by a private developer in 2009 to undertake an assessment of the state‐wide, regional and local economic impacts associated with the construction and whole‐of‐life operation of an Employment Precinct in the southern area of Busselton, Western Australia. The report gave an assessment of the socio demographic and economic context of the defined study areas, and assessed the need for employment provision within the Busselton study area.  MacroPlan’s report concluded that a proposed automotive employment precinct will result in major economic benefits for Busselton and for the south west region.  Contact Us

Gold Coast Hilton Development Contributions Assessment  
In 2009, MacroPlan was engaged by ANZ/Multiplex to undertake an assessment of the beneficial economic impact of an integrated Hilton Hotel/Serviced Apartment and Apartment building on Cavill Avenue, Gold Coast.  These benefits were used to justify a reduction in Developer Contributions and were subsequently quoted by the Gold Coast City.  Contact Us 

 

Mackay Retail and Commercial Strategy
MacroPlan was engaged by the Mackay Regional Council in 2009 to develop a retail and commercial strategy which identified likely and future demand for commercial and retail floor space in the Mackay Urban Area. In undertaking the project, MacroPlan analysed the gaps in the current supply of commercial and retail developments; created a vision for their future development; and developed a hierarchy and network of business centres that support the major regional city in response current trends in the region. Geelong Convention Centre Economic Impact & Benefit Assessment  
The City of Greater Geelong Council engaged MacroPlan in 2009 to prepare a high level economic impact assessment measuring local, regional and likely state and national economic benefits associated with a potential Convention and Exhibition Centre development including hotel accommodation in the city of Geelong. MacroPlan’s assessment estimated the economic impacts for the GCEC, including a 4 star hotel and car parking, and the wider economic benefits of convention and exhibition centres elsewhere in Australia through a case study analysis.  MacroPlan’s report identified significant economic benefits associated with the construction of a convention and exhibition development in Geelong, and recommended that Council seek appropriate Government funding to undertake a comprehensive feasibility study and business case for such a development.  Contact Us

Casuarina Beach Town Centre Retail Assessment
MacroPlan was engaged by a private developer in 2008 to undertake a Retail Sustainability & Impact Assessment to determine the requirement for additional supermarket and other retail floor space at the proposed Casuarina Beach Town Centre, as part of Council’s ongoing strategic planning. The report provided an understanding of local population growth, retail expenditure growth and the resulting demand for new retail floor space in Casuarina. The report also strategically considered wider triple bottom line impacts of the proposed development of the town centre and consistency of the development proposal with the intent of council policy and strategic plans. Noosa Sheraton Economic Impact Assessment
In 2008/09, MacroPlan was engaged to conduct an Economic Impact Assessment of the proposed redevelopment of the Noosa Sheraton hotel and spa. This project involved analysis of the impact on present and future tourist visitation levels on Noosa from a change in the flagship hotel establishment. It also involved an assessment of the direct expenditure and direct and indirect employment benefits of the proposed redevelopment options, allowing for quantitative comparison with the existing development and its future profile. Hotel interface with the high-end retail strip (Hastings Street) was also evaluated. The modelling and report outputs were used by the client to facilitate and support Council approvals and negotiations. Contact Us

Parramatta Strategic Retail Study
MacroPlan was engaged by Parramatta City Council in 2009 to establish the current retail situation for the Parramatta City Centre, Granville Town Centre, and Epping Town Centre, as well as the prospects and potential for retailing in these locations over the next 5 to 10 years. Key project tasks for each of the three centres included undertaking a SWOT analysis; gaining an understanding of the challenges of attracting retailers; assessing the future performance of the centres; and identifying and assessing the planning considerations for the development of retail within the centres. Bonnyrigg Economic Impact Assessment
MacroPlan was engaged by a private developer in 2009 to undertake an Economic Impact Assessment of the Bonnyrigg Living Communities Project. This involved assessing the impact on inputs and outputs to the local economy, including total expenditure and employment generated by the project, and assessing the retailing opportunities at the Bonnyrigg Living Communities project. The assessment focused on the potential opportunities rather than recommending an increase in retail floorspace within the development area. Contact Us

Top Ryde Shopping Centre Retail Assessment
MacroPlan was commissioned by a private developer in 2008 to undertake a retail market assessment for the Top Ryde City Shopping Centre utilising the most up-to-date population projections, retail expenditure and economic data and acknowledges the impacts of the current economic downturn. The purpose of the assessment was to gain an understanding of the likely effects of the economic downturn as well as identify opportunities for retail tenancy types and floor space. MacroPlan’s report has been used by the client and prospective tenants to understand the role and function that Top Ryde will play within the retail hierarchy of the area, the consumer market within the trade catchment, the likely performance and opportunity for particular retail types, the likely short term impacts of the current economic climate and the future prospects for Top Ryde City. Alkimos Economic Impact Assessment
MacroPlan was engaged by Landcorp in 2008 to prepare an Economic Development and Centre Plan for the Alkimos Local Structure Plan (LSP). The Plan is an essential component of the LSP as it provides guidance to the provision of employment opportunities within the area, and informs the urban design and planning framework for the LSP area. In undertaking the project, MacroPlan outlined staging, sizing and land use for centres and employment generating areas; outlined the impact of non centre employment; suggested additional employment generating initiatives; and identified specific planning, governance, land disposal, infrastructure provision and study review recommendations. Lauderdale Retail Centre Economic Impact Assessment
MacroPlan was engaged by a private developer in 2008 to undertake a Retail Economic Assessment to identify the demand for additional retail floor space in Lauderdale, Tasmania.MacroPlan prepared a report which provided an understanding of local population growth, retail expenditure, forecasting and the resulting demand for new retail floor space in Lauderdale. The report also considered wider strategic triple bottom line impacts of the proposed development on Lauderdale and consistency of the development proposal with the intent of council policy and strategic plans. Tuart Ridge Retail Sustainability Assessment
MacroPlan was engaged by a private corporation to undertake a Retail SustainabilityAssessment of a proposed retail development in Tuart Ridge, Baldivis. Marina Quays Retail Market Assessment
MacroPlan was commissioned by a private developer in 2007 to examine the need for retail floor space at the proposed Marina Quays Town Centre, in light of likely market need within a local and wider regional trade area catchments. MacroPlan Australia was engaged by the City of Casey in 2008 to undertake an evaluation of the local market for affordable housing. In particular, this report provided a detailed assessment of the different market segments that require affordable housing, and advice on how to best provide adequate housing for a broader range of market segments, including medium and high density dwellings to meet the needs of smaller, non-family households. Karratha Transient Worker Housing Market Assessment
MacroPlan was commissioned by a private developer in 2009 to undertake an assessment of housing market conditions in Karratha. The report focused on assessing the local rental property market; determining whether there is sufficient short-term demand for accommodation to validate additional supply coming onto the market, and identifying whether planned and committed housing projects will result in an oversupply of accommodation. The housing market assessment has been used to inform future investment decisions for the client’s recently purchased the Karratha Caravan Park. In particular, the market investigations focused on the likely role of the caravan park in providing short-term accommodation for Karratha’s current and growing transient worker population. Mount Larcom Housing Assessment
MacroPlan conducted a residential market assessment for Mount Larcom in the Gladstone region of Queensland. The assessment was presented to Council in support of a rezoning of the subject site to residential from rural uses. The assessment demonstrated the need for additional residential land in the Gladstone area to meet the needs of a growing industrial / mining region. UPL Cheltenham Buyer Preferences Study
MacroPlan was commissioned by Urban Pacific Limited (UPL) in 2009 to examine buyer housing preferences for the St Clair residential development through market segmentation analysis and comprehensive primary market research. The research was conducted to determine the level of market acceptability for the medium and higher density housing product that will be offered at St Clair. In addition, MacroPlan used this information to estimate the size of the primary target market and make pricing recommendations for each housing product based on the key target markets for each segment. Berrimah Market Analysis
MacroPlan was engaged by Defence Housing Australia in 2008 to provide a detailed analysis of the current (and future) housing indicators for the southern corridor of Darwin, with respect to the potential for residential development at Berrimah. MacroPlan was commissioned by the Satterley Group in 2007 to undertake market research of the Brighton - Butler area and update historical reports. The key objectives of the research updates were to develop a better understanding of current and emerging market trends in the Brighton - Butler area and the broader target markets of Perth; assess longitudinal trends in data spanning 2001 to 2007; and identify customer preferences in competing developments. The analysis of the residential market was based on area demographics and market surveys undertaken by MacroPlan. MacroPlan Australia was commissioned by private development company in 2007 to undertake research to assess the economic and market context for future residential developments in Upper Caboolture, Caboolture (north of Brisbane) in Queensland. Margaret River – Future Dwelling Requirements
MacroPlan was commissioned by the Augusta Margaret River Shire in 2008 to undertake a future dwelling requirement assessment for the Township of Margaret River. The project involved MacroPlan undertaking a population analysis; dwelling demand assessment; residential product analysis; tourism assessment; employment analysis; population and dwelling forecast scenario’s; and housing implications for the Margaret River Town Site. Oran Park Economic Employment Study
MacroPlan was engaged by the (former) Growth Centres Commission and Camden Council in 2006 to develop an Employment and Economic Development Strategy for the Oran Park and Turner Road Precincts in the South West Growth Centre of Sydney. Epping Residential Supply and Demand
MacroPlan was commissioned by a private consortium in 2008 to provide a demographic and socio-economic overview of Epping North in Victoria. The central aim of the project was to gain an understanding of the key characteristics of the area in relation to current dwelling supply and preferences and future dwelling demand. MacroPlan applied a methodology to understand the socio-economic and demographic characteristics of the suburb of Epping. The report outlined ‘top down’ information relating to the opportunity in Epping North, given state economic drivers, metropolitan Melbourne drivers, regional drivers (including growth area implications) and local / site specific information. Moree - Social Housing Study
MacroPlan was commissioned by Resitech NSW in 2008 to undertake an assessment of the current social housing provision in Moree, including the social housing providers, and the characteristics and needs of the clientele. The report assessed the provision of social housing and community services within South Moree, particularly for the Indigenous population group. MacroPlan participated in an Option Development workshop with key stakeholders, and analysed the social impact of the Preferred Master plan. Pakenham Town Centre Retail Feasibility Analysis
MacroPlan was engaged by the Wyndham City Council in 2009 to undertake a feasibility study and provide transactions advice in relation to its 3 hectare site at Henry Street in Pakenham. The study involved a financial analysis of various retail shops; coordination of an expression of interest and tender negotiation process; negotiations with Woolworths of a commercial deal structure arrangement for Council’s land; and negotiation of financial contribution from Woolworths. The project recently received final settlement and Woolworths expects to finalise construction of a new supermarket and DDS including specialty retail shops within 12 months.   Contact Us
Endeavour Hills Town Centre Feasibility Analysis
MacroPlan was commissioned by the City of Casey in 2009 to provide a background site assessment report in consideration of redevelopment scenarios for the Endeavour Hills Town Centre Council Land. Princess Alexandra Hospital Economic Benefits Analysis
MacroPlan was engaged by the Queensland Department of Tourism, Regional Development and Industry in 2008 to estimate the economic benefits of an integrated research/industry precinct referred to as the Princess Alexandra Hospital Health, Science and Education Precinct (PAH Precinct) in Brisbane. Meadowbank Employment Area Value Uplift
MacroPlan was commissioned by Ryde Council in 2008 to provide a basic comparison of current controls to the proposed draft controls for the Meadowbank Employment Area. This will inform deliberations on a funding regime for new public infrastructure in the Meadowbank Employment Area. This involved determination of floor space per new block; determination of sales value per square metre for residential and commercial development; a high level costings of all proposed public domain infrastructure (broken down by upgrade type) and new buildings; and a comparison and analysis at the precinct level of the infrastructure and development cost differential between current and proposed controls. Casey Main Street – Mixed Use Redevelopment
The City of Casey engaged MacroPlan in 2007, as part of a consultant team, to independently develop a concept and value-capture framework to verify its plans and identify risk minimisation strategies for its mixed-use town centre development. The City sought an independent assessment of two alternative scenarios. During the project, MacroPlan employed a rigorous five-step development process to establish a prima facie case for re-zoning the precinct to support the desired land uses. The process effectively identified potential speed humps across the course of the development, and provided acceptable solutions to the marketplace that would successfully attract private sector investment. Resitech Feasibility Studies – Maroubra and South Coogee
Resitech engaged MacroPlan and GM Urban Design in 2008 to undertake feasibility assessments of the potential redevelopment of two sites located at 916-922 Anzac Parade Maroubra and the South Coogee Estate. The study also assessed the option of purchasing surrounding sites at 914 and 924-926 Anzac Parade, in order to provide a larger development parcel. The feasibility assessments for each site covered a statutory and strategic planning, including a locality assessment; a market assessment; an urban design assessment and development options; and a financial feasibility assessment. Parramatta Civic Place Feasibility Assessment
MacroPlan was commissioned by Grocon in 2005 to project manage their bid for the redevelopment of Parramatta’s ‘Civic Place’. MacroPlan’s involvement included strategic, retail and financial advice. Specifically, MacroPlan provided a detailed discounted cash flow feasibility and risk model for Grocon’s deal structure negotiations which have now been implemented as a company-wide model. Cairns Growth Corridor - Town Centres and TOD Case Studies
In 2007/8, MacroPlan was engaged by the Denor Group (a key landowner in the SouthernGrowth Corridor in Cairns) to assess town centres/transport orientated development (TODs) case studies. The main objectives of the project were to provide guidance and information to inform the location of a town centre adjacent to the highway; to identify suitable mix of uses; and to inform the staging of uses within a town centre. Brisbane Road - Light Rail Transport Assessment
In 2007, MacroPlan has commissioned by the Gold Coast City Council to assess the potential impact on land uses in the Harbour Town study area of a proposed rapid transit link route option from Helensvale to Southport. MacroPlan undertook an economic assessment of the route options which considered a preferred route option in terms of the outcomes for the community. As part of the assessment, the report considered industrial land impacts and regional labour market/employment needs and the derived current & future economic impacts. Maroochydore CBD Rail Options Assessment
MacroPlan was commissioned by Queensland Transport in 2007 to conduct an evaluation of the community benefits of three rail alignments and seven station configurations, as well as associated development options to support the master planning for the Maroochydore CBD and its preferred form. MacroPlan adopted an integrated project evaluation framework to identify the respective benefits of the options. The key elements addressed in the study included the identification of economic, social, and environmental benefits of current and alternative station locations; a benefit analysis; and consideration of all impacts associated with the public transport project. Varsity Village Station TOD
In 2006, MacroPlan was initially engaged by Queensland Transport to facilitate a landmark Transit Orientated Development (TOD) on the Gold Coast at Varsity Lakes. This project reflects the first major investment by the Queensland Government in a TOD development and designed to be a demonstration project. MacroPlan was involved in the formulation of a feasibility assessment of the site; the preparation of a needs and impact assessment report; and more recently, a development feasibility stage for the project. Darwin 2025
In December 2008, the Northern Territory Department of Planning and Infrastructure (DPI) awarded the Greater Darwin Strategic Land Use Plan 2025 to a project team, managed by Elton Consulting together with Lagan Spatial, Cross Cultural Consulting, Connell Wagner and MacroPlan as the lead sub-consultant. MacroPlan’s role in the project was to provide advice on the likely demand for residential, commercial and industrial land across Darwin over the period to 2025. MacroPlan produced three reports which considered the likely land requirements for residential, retail / commercial and industrial development subject to demographic and economic drivers and potential constraints on land supply. Industrial & Office Land Supply Study in Brisbane
MacroPlan were engaged in 2008 by the Brisbane City Council’s City Plan Review Team to undertake a high level industrial and office land supply study of Brisbane.This project considered the current industrial land and office supply framework in the City of Brisbane and the adequacy of land supply based on future industry need and labour force growth in the context of a strategic planning environment. Western Sydney Employment Lands Capability Assessment
Macroplan was engaged by the NSW Department of Planning in 2007 to undertake an assessment in regard to the amount of developable land for employment purposes within a 10km radius of the M4/M7 interchange, including the Western Sydney Employment Hub. This assessment focused on the amount of available developable land in the study area, including in the Investigation Areas; and a take-up rate over time identifying a timeframe when current zoned employment land stocks within the study area will be exhausted. Sydney Metropolitan Employment Submarket Study
MacroPlan was requested by the Department of Planning in 2007 to undertake an analysis of employment submarkets in Metropolitan Sydney to better understand the dynamics of growth & change. The study collated information about employment targets, dwelling growth, industrial building activity, project and development timelines, supply of land, infrastructure drivers and submarket trends, and aims to provide conclusions as to the future role of each subregion in absorbing Sydney’s growth in demand for employment lands through to 2031. Sydney Metropolitan Residential Submarket Study
MacroPlan was requested by Landcom and the Department of Planning in 2007 to undertake an analysis of residential submarkets in Metropolitan Sydney to better understand the dynamics of growth & change. The study focused on understanding the status of the residential market, defining key submarkets (including housing, demographic and socio-economic indicators) and the use of available primary and secondary research to understand future housing requirements. As a result of the study, the Minister requested MacroPlan to undertake further analysis of the residential submarkets, in particular the “hotspots” for residential development, as well as general activity regarding submarket demand, market segmentation and supply within the sub-regions of metropolitan Sydney. Far North Coast Residential Submarkets
The Department of Planning appointed MacroPlan in 2008 to provide an overview of the housing submarket, market segmentation and residential supply of the Far North Coast region of NSW. For each local government area within the Far North Coast region, MacroPlan assessed the supply of and demand for residential dwellings; provided an overview of the population, age and income characteristics; outlined the house and rental prices; and identified the housing types required in the future. The study highlighted the need to consider, as part of a 5 year review, revising up of the Far North Coast Regional Strategy’s residential dwelling targets in some areas in order to ensure that the adequate supply of housing is provided over the next 25 years. Livingstone Shire Employment Lands Study
MacroPlan was commissioned by the Livingstone Shire Council in 2007 to undertake a review of current and future demand for retail uses and industrial land requirements in the Livingstone Shire. The objective of the Employment Lands Study was to identify the likely future demand for commercial and industrial land and provide advice on supporting infrastructure for this land. The objective of the retail review was to analyse the retail floor space requirement, both current and future, for the Shire. The strategic project underpins the establishment of a set of statutory guidelines that will determine future growth in employment nodes across the Shire. In 2007, MacroPlan was engaged by Gold Coast City Council to provide expert advice in terms of the strategic economic assessment of a major industrial development proposal. In particular, MacroPlan’s role was to assess the status of the land development within the specific LAP and its strategic needs. The report considered the economic and planning information for the proposed industrial development in Yatala, and whether it was out of the current sequence timing, and if it was supportable or not. Expert Witness (Court Evidence)

Pottsville – Tweed Shire Council
In 2008, MacroPlan was engaged as an economic expert by HWL Ebsworth Lawyers, acting on behalf of Tweed Shire Council, to provide a Statement of Evidence regarding a proposed commercial development within Pottsville. In undertaking the case, MacroPlan prepared a Retail Assessment Report and an Economic Impact Report relating to the proposed commercial development. These reports formed the basis of the evidence which was presented in Court by Brian Haratsis, MacroPlan’s Chief Economist and CEO. Sustainability Assessment – Pharmacy in Zilzie
MacroPlan was commissioned by a landowner in 2008 to assist in an appeal to the Administrative Appeals Tribunal with regard to granting permission to supply pharmaceutical benefits on a proposed site in Zilzie, Queensland. This involved MacroPlan undertaking a supply and demand assessment of the proposed pharmacy within a recreation club development. The outcome of the analysis was to provide a detailed economic justification to the landowner and key stakeholders relating to the development sustainability of the proposed development. Amendment C34 to the Moorabool Planning Scheme
MacroPlan was commissioned by a private transport company in 2008 to provide court evidence relating to the Moorabool Planning Scheme Amendment C34. As part of the project, MacroPlan conducted a residential land demand and supply assessment for the Moorabool – Bacchus Marsh Statistical Local Area. The report demonstrated that there is sufficient zoned residential land within the area sufficient to meet demand over the long term. As such, further designation and subsequent rezoning land for residential purposes is not required. The findings of this report were presented to the Court by Brian Haratsis, MacroPlan’s Chief Economist and CEO, and resulted in a favourable outcome for the client. Contact Us
