Integrated Economic Triangle for Melbourne

Plan Melbourne, the Victorian State Government’s Metropolitan Planning Strategy, was finalised in May this year. The Plan aims to guide the city’s growth over the next 40 years. A fundamental part of the strategy is its recognition of the interdependence between land use and transport. At the heart of the Plan is the delineation of an Integrated Economic Triangle for Melbourne; a transport and freight network linking current and future employment clusters, activity centres, ports, airports and freight terminals. The Triangle forms the foundation for future growth across the metropolitan area and will assist with meeting a number of the Plan’s strategic objectives:

  • Delivering Jobs and Investment - The city aims to lock in a new city structure that makes Melbourne more productive and globally competitive, supporting the delivery of investment as well as jobs closer to where people live. By directing economic activity to appropriate locations, the Plan provides certainty, and enables a more strategic approach to be taken with regard to housing provision, public infrastructure priorities, and private sector investment.
  • Housing Choice and Affordability - In seeking to provide housing choice and affordability, the Plan seeks to establish pathways to a more diversified housing stock that makes better use of past and future investments in the city’s transport network. The Plan identifies a series of urban renewal precincts, targeting underutilised land around transport corridors and adjacent to activity centres, and anticipates the use of new residential zones to facilitate change in established areas.
  • A More Connected Melbourne - The Plan also recognises the need to build new roads and rail, as well as to improve existing infrastructure to increase the efficiency with which people and goods are able to move within the metropolitan area. This involves ensuring interconnectivity within Melbourne’s activity centres and employment cluster network, connecting key employment centres to freight terminals, ports and sea-ports via freight networks.
  • Liveable Communities and Neighbourhoods - The Plan aims to eventually create a city of ’20-minute neighbourhoods’, where opportunities for employment, recreation, services and retail are available within 20 minutes of all metropolitan residences. This will become achievable as development unlocks the potential of underutilised metropolitan sites, bringing more people closer to existing activity centres, and in doing so increasing activity centre viability.
  • Environment and Water - The Plan aims to assist Melbourne’s transition to a more sustainable city. By facilitating development around activity centres and ensuring efficient use of land around transport corridors, the Plan will lead to lower energy usage via lower rates of vehicle usage and reduced freight movements. Additionally, it will contribute to the lessening of pressure for development outside the urban growth boundary.

Plan Melbourne puts an efficient urban transport and freight network at the centre of the city’s strategic direction, recognising that decisions around land use cannot be made independently of those concerning transport and freight networks. With an integrated approach to land-use and transport planning, the Plan allows policymakers and investors to better understand the opportunities that exist to unlock the potential of underutilised urban land close to transport networks, as well as to boost the productivity of urban land through targeted infrastructure investment.
