Brief: MacroPlan Dimasi was engaged by Mildura Rural City Council to undertake a full review of their property rating strategy. The objective of the review was to assess the appropriateness of current differential rates utilised by Council, and to recommend changes and an implementation plan, with initial amendments to be made for the 2014/15 financial year.
This project followed on from MacroPlan Dimasi’s review of Mildura’s revenue sources during the 2012/13 financial year.
Methodology: MacroPlan Dimasi’s review of Council’s rating strategy involved analysis of historical changes to rates across residential, rural, commercial and recreational property classes, and benchmarking of the existing rating strategy against similar Councils for each land use type.
MacroPlan Dimasi undertook extensive community consultation throughout the municipality, including remote rural townships facing significantly different issues to those being considered for Mildura itself.
The review was undertaken in light of the recently introduced ministerial guidelines for differential rates in Victoria, to ensure that Council’s rating strategy provided an equitable and efficient system across all land uses.
Result: MacroPlan Dimasi presented recommendations and a proposed implementation plan to Councillors in December 2013, which are now being considered for implementation in the coming financial year.
