Project Description: MacroPlan was engaged by Wellington Shire Council to undertake a study to assess the acquisition of the Port of Sale Business Centre at 66 Foster Street, and the potential net benefit of coâ€location with State Government offices. The scope of this report was to address the financial costs and benefits associated with the acquisition of the Subject Site to be occupied by the Victorian State Government and the implications of the acquisition for Wellington Shire Council. This analysis was taken through the completion of property feasibilities and Benefit Cost Assessments. Various cost assessments were completed to estimate the combined project costs and payback period for the acquisition of the Subject Site and refurbishment of current Council offices. The Benefit Cost Assessment quantifies, where possible, the potential benefits and costs that may result as externalities from coâ€location with State Government.
